Rubik's Cube competitions are offically regulated and held by the
WCA(World Cube Association).
The WCA was founded by Ron van Bruchem of the Netherlands and Tyson Mao of the United States.
The organization is ran by the board members. It assigns different teams and committees as well
as delegates who can organize official competitions. The presence of a delegate is required in order to
make the competition official.
As of February 2019, more than 118,000 people from around the world have participated in WCA
competitions.
A competition must include a WCA Delegate and an organization team
(consisting of one or more individuals) with the following officials: judges, scramblers and score takers.
When competing in a cube competition, the competitiors must comply with the WCA regulations.
During the competition, when your name is called, you shall walk to the competing area with the timers and wait for the scrambled cube to be put on the table. The score takers will ask if you're ready, and when you reply "ready", they will remove the box covering the scrambled cube, and you have 15 seconds to inspect.

You can start the timer anytime within the 15 seconds(+2 seconds to your solve time if
more than 15 but lesser than 17 seconds),
and anymore than 17 seconds, it would be a DNF(Did not finish). More than one DNF will result in
disqualification from that round of competition.
